The reason why manufacturers do this is that stainless steel is durable but of poor heat conduction. On the other, aluminum has high thermal conductivity and are highly efficient in transferring and distributing heat. They, however, are not as durable as stainless steel.
By bonding the two materials together, the durable stainless steel and the conductive aluminum, you can get both characteristics in a pot or pan: durability and conductivity.

The Difference Between 3-Ply and 5-Ply Stainless Steel Cookware
3-ply stainless steel cookware means the bottom is made of three different layers of metal bonded together; stainless steel and aluminum are mostly often used. The thicker cookware distributes heat more slowly than the thinner cookware but more evenly, and can retain heat for longer time. But you also need to know a 5-ply cookware set is not always thicker than a 3-ply cookware set.

Choice on 3-Ply or 5-Ply Stainless Steel Cookware
